The District Department of Transportation (DDOT) is advising the public of upcoming changes to traffic operations on the Theodore Roosevelt Bridge (I-66) as part of the ongoing Rehabilitation of the Theodore Roosevelt Bridge Project.
Beginning Monday, May 12, 2025, and continuing through 2027, DDOT will discontinue operation of the movable rush hour (zipper) lane on the bridge. This change is necessary to support construction activities during the multi-year rehabilitation effort.
Traffic Configuration Updates:
- Starting on or about May 12, 2025: Traffic will be reconfigured to three lanes in each direction on the bridge. This configuration is expected to remain in place for approximately 10 months.
- Beginning February 2026: Traffic will be further reduced to two lanes in each direction as DDOT begins bridge deck replacement work.
Upon completion of the deck replacement, the movable barrier system will be restored to its current operation, allowing for flexible lane usage during peak travel times.
Motorists are encouraged to plan ahead, allow for additional travel time, and consider alternative routes. DDOT thanks the traveling public for their patience as work is in progress to improve the safety and longevity of this critical transportation link.
Traffic controls, including signage, will be in place to guide motorists safely through the work zones. All roadway users are advised to stay alert and be observant of signage and work zones while traveling in this area.

Once the traffic shifts are in place, the northbound and southbound I-395 lanes will be shifted to the right at their respective bridges until late summer.
The traffic shifts are part of a project to close joints and make minor repairs to several bridges along I-395.

Weather permitting, eastbound and westbound I-66 in the Rosslyn Tunnel will have a planned electrical outage Saturday, May 10, from 3 a.m. to 8 a.m. to tie the new tunnel lighting into the existing lighting system as part of the tunnel rehabilitation project, according to the Virginia Department of Transportation.
The entire tunnel will not have any working lighting during that time.
Drivers are asked to use extra caution traveling through the tunnel and to make sure their headlights are on.
The I-66 Rosslyn Tunnel rehabilitation project is rehabilitating and making improvements to the Rosslyn Tunnel that carries I-66 under North Nash Street, Fort Myer Drive, North Lynn Street and Gateway Park. The tunnel, nearly a fifth of a mile long, was built in 1983.
The improvements include:
- Removing the tunnel ceiling to improve long-term maintenance.
- Replacing loose or damaged ceiling tiles.
- Upgrading electrical systems.
- Installing a new fireproofing system.
- Repairing steel beams, abutment and pier concrete, and joints.
- Cleaning and repairing bearings.
- Replacing the tunnel lighting system.
The project is scheduled for completion this summer.
