Dear Bren Mar Park Families and Friends,

You may have heard that FCPS is once again proposing to move Bren Mar Park Elementary out of the Edison HS pyramid and across the I-395/I-495 Mixing Bowl to Key MS and Lewis HS. Despite Superintendent Reid's public commitment on December 10, 2025 that BMP would not be considered for boundary changes until the next five-year review, FCPS reversed course in April and is now pushing this through on a one-year expedited timeline, with a School Board vote in January 2027. This is the fifth time in our Title I school's history that we have been asked to absorb a major regional disruption, and would be our third time changing high schools.

The proposal is flawed on multiple levels. FCPS justified this expedited review by citing Edison HS's overcapacity. But the policy 8130.9 they're relying on requires reviewing the overcrowded school's own attendance area, not BMP, which meets no policy threshold. Equally troubling, only current BMP families were notified; families at Edison, Holmes, and Glasgow whose communities would also be affected did not appear to receive any communications. And crucially, FCPS's own data shows that simpler boundary adjustments, such as moving smaller residential areas that already border Lewis HS into the Lewis pyramid, could relieve overcrowding at West Springfield HS (currently 114% capacity, the most overcrowded in FCPS) and Edison HS (103%) while bringing under-utilized Lewis HS to healthy utilization. FCPS has not explained why many of the neighborhoods that actually border Lewis HS are not even being analyzed or considered, while the school being asked to add a grade level and travel through the Mixing Bowl is our Title I school with the least power to push back. This is the reverse of equity.
