Democrats in America's two biggest blue states, California and New York, are hatching plans to respond in kind if Texas moves to draw a friendlier House map for Republicans.

But that's easier said than done. Democrats have restricted partisan gerrymandering in many blue states in the name of good government, leaving legal hurdles in the way of redrawing maps. Texas has no such limits.
