Plan Year 2026 Assister Certification Training on the Marketplace Learning Management System (MLMS) “Go-Dark”


Reminder!

As we prepare to release the Plan Year (PY) 2027 Assister Certification Training, the PY 2026 Assister Certification Training hosted on the Marketplace Learning Management System (MLMS) will be taken offline at 6:00 p.m. ET on Wednesday, August 12, 2026. During this “go-dark” period, Assisters will not be able to access the certification training. In addition, for the first week of “go dark” Assisters will not be able to print certificates or access the MLMS system for any reason. We anticipate the PY 2027 Assister Certification Training will be available early this fall. 

Assisters who need to take the current training before the PY 2027 training is available should complete the PY 2026 Assister Certification Training prior to its removal on Wednesday, August 12, 2026.

Please note: This training is for Assisters in the Federally-facilitated Marketplaces, and Assisters in State-based Marketplaces or State-based Marketplaces using the Federal platform should follow their state’s training and certification requirements.

The sign-in process for the CMS Enterprise Portal, where Assisters complete Annual Certification Training on the Marketplace Learning Management System (MLMS), has been updated.

Do not use the Login.gov option.

CMS Announces Expansion of Proven Joint Replacement Model

What’s new: As part of the FY 2027 Inpatient and Long-Term Care Hospital Prospective Payment System (IPPS) Final Rule announced on July 31, CMS finalized the CJR-X (Comprehensive Care for Joint Replacement Expanded) Model to promote a seamless care experience from pre-surgery education through post-op recovery for patients undergoing hip, knee, and ankle replacements.

Why it matters: CJR-X will be the first expanded mandatory episode-based payment model for hospitals in Original Medicare; findings from CJR-X’s predecessor, the Comprehensive Care for Joint Replacement (CJR) Model, showed episode-based payments motivate hospitals, surgeons, and post-acute providers to collaborate to help patients achieve optimal health outcomes while reducing avoidable hospitalizations, complications, and unnecessary costs.

What to expect: Under CJR-X, hospitals will be accountable for Medicare expenditures related to joint replacement surgery, hospitalization, and the initial 90 days of recovery following hospital discharge, including follow-up treatments like physical therapy.

The big picture: CJR-X delivers on the Trump Administration’s commitment to create a more affordable health care system that works better for Americans by revamping joint replacement surgery management and payment nationwide.

Additional details: The CJR Model operated from April 2016 through December 2024 to improve care for Medicare patients undergoing joint replacement procedures, saving Medicare more than $100 million while maintaining quality of care for patients.

Under the CJR-X Model, patients across the country will still choose their own doctors and will not face any added complexity in how they receive care. Certain hospitals may be exempt from CJR-X, including those participating in the Transforming Episode Accountability Model, those located in Maryland, and those not paid under both the IPPS and Outpatient Prospective Payment System.

[ALERT] CMS PECOS R7.58.0.2 Release is Live - 08/03/2026

This message is for users of the PECOS PI and AI applications in the Production environment.

Release 7.58.0.2 of the Provider Enrollment, Chain and Ownership System (PECOS) is now Live.

The following PI defect fixes are included in this release:

  • The PECOS Provider Interface application has been modernized to remove security and support risks associated with its outdated technology stack. The legacy Apache Struts 1.x framework, which reached end-of-life in 2013, has been replaced with Spring MVC 5.3. The runtime has been upgraded from Java 8 to Java 17 (LTS), eliminating the risks tied to aging Java support. Additionally, the application server has been updated to JBoss EAP 7.4 running on RHEL 8. These upgrades provide a secure, industry standard foundation for future enhancements and long-term maintainability.
  • Updates to 855B form to prompt required message when the "Electronic Storage Address" information is missing in the COI workflow.
  • Updates to 855B form to prompt required message when the "Telephone number" is missing for the Authorized Official in the COI workflow.
  • Updates to 855B form to prompt required message when the "Serial Number" for IDTF Equipment and CPT-4/HCPCS Codes is missing in the COI workflow.

Coming Soon: Changes to Batching Disputes 

On November 1, 2026, the Federal IDR portal (soon-to-be IDR Gateway)[1] will support the treatment of batched qualified IDR items and services requirements under the Federal IDR Operations Final Rules (final rules). The changes to the Federal IDR portal functionalities include the following: 

  • Any batched dispute submitted with an open negotiation start date on or after November 1, 2026, will be limited to 50 dispute line items. 
  • A payment determination for a batched dispute with an open negotiation start date on or after November 1, 2026 will trigger a 30-business-day cooling off period during which the party that initiated the Federal IDR process may not submit a subsequent Federal IDR dispute involving the same other party with respect to a claim for the same item or service that was the subject of the prior payment determination.

This serves as notice that the functionality to support the treatment of batched qualified IDR items and services under the final rules will be available on November 1, 2026, which is 90 calendar days after today’s date (the effective date of the Federal IDR Operations Rule). All batching provisions in the final rules will be applicable for disputes with open negotiation periods beginning on and after November 1, 2026.
